Chris Holmes is Managing Director, Strategic Development of The Open Planning Project (TOPP), a non-profit organization based in New York. TOPP's mission is to build and use technology to foster real-world change, and leads development on the open source GeoServer Project to help create a free, distributed, and open geographic information infrastructure. TOPP seeks to be a hybrid organization, similar to the Mozilla Foundation, that employs top developers to advance the state of open source software, while establishing sustainable business models so that it need not rely on continued fundraising. Holmes leads strategic initiatives to build financially sustaining partnerships and revenue streams, while also still playing a key role in the open source geospatial community. He has served as lead developer of GeoServer, on the Project Management Committee of GeoTools, and is additionally a founding board member of the Open Source Geospatial Foundation. Holmes is very interested in the success of open source in the developing world, and in 2005 undertook a Fulbright fellowship in Zambia to examine the opportunities and challenges for open source in SDI initiatives.  He blogs occasionally at http://cholmes.wordpress.com.
