Eventually, we will need a web platform that support all of the community governance features required by our allocation and dispute resolution policies. Open Plans will serve as the scaffolding for that system. We'll use this excellent tool to help us discover the "social software" that will eventually be supported by the actual software we design together.

Possibly, Open Plans source code will provide the foundation for this new platform. This possibility needs further exploration. In the meantime, we should try to turn the current platform into a prototype for the future platform. Since we're not sure about technical aspects, we should focus on issues of community practice and social protocols that facilitate web-based collaboration.
