We're proposing that members will vote in order to arbitrate domain name "collisions", as well create petitions in cases where they are dissatisfied with the use of a particular domain name.

This raises the question of who gets to be a member.  The vague answer is "every New Yorker".  So, what makes a New Yorker?

Proposal: .nyc member = nyc voter

Advantages

  • someone else has already done the work for us in defining our members
  • this information is public

Disadvantages

  • it excludes young people, immigrants, and other disenfranchised folks

Proposal: .nyc member = nyc taxpayer

Advantages

  • someone else has already done the work for us in defining our members
  • could include dependents

Disadvantages

  • excludes non-taxpayers
  • info may be harder to get

Proposal: .nyc member = everybody!

Advantages

  • minimal administration

Disadvantages

  • possible invasion of persons who don't care about nyc
