Summary

This gives users a way to comment on material, without having to edit it. Facilitates proofreading. Clear way to provide feedback.

This is in part an extension/rethinking of the work in
Commentary.
How we plan to do this
The backend will be shared with Tagger, using
FlatAtompub. Basically a tag is like a comment, but a comment has a body (the comment itself), and may have a pointer to a section of content.
Initial tasks
First I want to outline the UI, to give myself a feel of the scope of work.
