Your suggestions helped us solve the problem.  We set the workflow state to
active in the Generic Setup, but we did not implement the borg workflow,
thus there is no "active" status in the status map.  Fortunately, changing
state to visible resolved the issue.

This is just shooting from the hip, but have you checked whether the
workflow status of the new users is "active" in the membrane tool's
status map in the ZMI?
