welcome message on creation, disable in debug?

Howdy.
I composed this e-mail about a week ago - which speaks to the
stability of Camino, heh - and never sent it. A related issue came up
in another thread where I mentioned this, thinking I had already sent
it. Whups.
A while back I was doing some experimentation with remember and an
addon called UpfrontContacts which allows you to have dormant member
objects as contact records, just waiting to have a password set and be
workflowed into loginability. I think it's pretty handy, if a bit
rough around the edges, but I encountered an interesting behaviour one
day using remember in this pattern.
If, say, you cut and paste a bunch of member objects in the zmi from
one site to another, or import a zexp of a memberdata container, these
users will get a welcome e-mail and, though I'm not sure about this,
their password could even be reset.
I would like to propose that this be disabled in debug mode by
default, though this should probably be control-able via a config.py
or somesuch.
Objections? I'm glad to produce a working branch as an example or
somesuch, but want to make sure I'm working in a sensible direction.
If that wouldn't work or anyone can think of something that would work
better, let's talk about it. This is really a problem I ran into some
months ago, only once, but it's something worth fixing IMO.
