The Black Hills Digital Mapping Association applied for a Category 3 National Spatial Data Infrastructure Cooperative Agreement Program grant in January 2007. Description of Project:
The South Dakota Cooperative Cadastral Initiative has several components, with its primary goal being the production of cadastral strategic and business plans for the State of South Dakota. The Black Hills Digital Mapping Association will be the lead organization to facilitate the initiative, along with the State of South Dakota, the South Dakota Association of Assessing Officers, the Pennington County/Rapid City GIS Division, and the Sioux Falls GIS. Under the initiative, a two-day conference with a cadastral theme will provide educational opportunities and a forum for discussion of the development of a statewide cadastre. A Cadastral Committee will be established to draft and finalize cadastral strategic and business plans that will be reviewed by stakeholders during public participation meetings, and will be formally endorsed by supporting organizations before submittal to the State of South Dakota. This project directly supports the NSDI and the objectives of the Fifty States Initiative Action Plan by furthering the coordination of programs and policies that enable the further development, distribution, and maintenance of statewide geospatial information.
Project Scope:
The primary objective of this grant application is to establish an effective statewide coordination mechanism to develop a geospatial strategic and business plan for statewide cadastral data development. The project will extend from 4/1/07 to 7/31/08 and will have the following specific goals:

Development of a statewide strategic plan for cadastral data development. The strategic plan will outline goals and detail specific strategies that further statewide spatial data infrastructure development, specifically a comprehensive cadastral data layer. The strategic plan will answer the questions of what is going to be done and why it is important. The following will be achieved through the creation and implementation of a statewide cadastral strategic plan:
· Create an effective Cadastral Committee composed of individuals from stakeholder groups such as state government, local government, federal government, tribal government, academia, and non-governmental entities such as non-profits and private sector organizations. The Committee will collaborate with all interested parties as appropriate.
· Improve the coordination of and participation in statewide geospatial initiatives, specifically the cadastral initiative. The goal is to use the cadastral initiative as a springboard for further statewide geospatial initiatives over time. The structure and mechanisms for collaboration will already be in place.
· Gain recognition from State government and the State legislature regarding the importance for involvement of all stakeholder groups in geospatial initiatives.
· Improve geospatial data discovery, access and use through enhanced cooperation and coordination mechanisms.
· Increase participation in national geospatial data programs. The Cadastral Committee will encourage and foster relationships with national geospatial initiatives such as Geospatial One Stop and The National Map.
· Implement appropriate standards (OCG, FGDC, ANSI, and ISO) to ensure an open standards environment exists.
· Develop a list of possible funding resources and mechanisms for the statewide cadastral initiative, such as cost-sharing, federal and state funding, and other sources, for data coordination, collection, and maintenance activities.
· Establish possible funding mechanisms for the coordination of future geospatial initiatives. The statewide cadastral initiative will be the first step in a larger, overarching state geospatial development initiative.
· Prioritize actions that will improve future statewide coordination of geospatial initiatives.
· Provide cadastral data development standards and metadata standards that are appropriate to the needs of all stakeholders.
- Development of a statewide business plan for cadastral data development. The business plan will describe what will be achieved through the statewide cadastral initiative and how specific goals will be achieved. The purpose of the business plan is to support the successful implementation of the strategic plan. The following will be achieved by the statewide cadastral business plan:
· Assess the business needs of all stakeholder groups for cadastral data.
· Develop/adopt tools or mechanisms for identifying the current status of cadastral data development and to monitor the status of future data development.
· Identify opportunities for data production partnerships.
· Recommend establishing agreements between local, state, tribal, and federal agencies to provide and share data in the public domain.
· Outline the development of a statewide geospatial enterprise architecture that will support stakeholder’s needs for cadastral data and other geospatial data. More than one model may be presented. For example, one model may be based on The National Map but applied at the state level. One model may involve encouraging stakeholders to participate directly in The National Map and Geospatial One Stop Portal programs.
· Establish a budget to support and enable a statewide cadastral initiative.
Collaborating Organizations:
- South Dakota Bureau of Information Technology – The South Dakota GIS Coordinator will be a key coordinator with this project as it is a statewide initiative. The Coordinator will assist in organizing the two-day conference, will participate in the Cadastral Committee, drafting and finalizing the cadastral strategic and business plans, and will coordinate and lead a ½-day meeting in Pierre, SD to present the final plans to the stakeholder committee.
Organizational Components of the SD Cooperative Cadastral Initiative:
The South Dakota Cooperative Cadastral Initiative has several components, with its primary goal being the production of cadastral strategic and business plans for the State of South Dakota. The completion of this goal will require a high level of cooperation between multiple stakeholder groups.
The first component of the project is a two-day conference to be held in the fall of 2007. This conference will provide a forum for discussion of cadastral issues among interested stakeholders on both days and a facilitator will lead these discussions. The South Dakota Association of Assessing Officers is a key collaborator toward this effort, as is the State of South Dakota. The first day of the conference will have speakers from various agencies discuss the need for a statewide cadastral layer and how the data will be used. Training on digital parcel data development will also be provided. The second day will have two speaker tracks – one will be a general track and the other will have a cadastral theme. The cadastral talks will focus on how the data will be used from the perspective of assessors, emergency managers, the State of South Dakota, Federal agencies, Tribal governments, etc. At the end of the second day there will be additional discussion and selection of a Cadastral Committee.
During the day and one-half day following the conference, a Cadastral Committee will meet to develop plan drafts (the second component of the project). The goal of the Committee will be to produce the strategic and business plans based on recommendations put forth during the conference and from committee discussion. A facilitator will be present during the Committee discussions to facilitate the brainstorming process. Following the Committee, a period of about two months time will be used to revise and edit the draft plans by Committee members.
The third component of the project will be to hold three meetings across the State of South Dakota to provide an opportunity for stakeholders to learn about the contents of the cadastral strategic and business plans prepared by the Cadastral Committee. Meetings will be held in Pierre, South Dakota (the capital), Sioux Falls (on the east side of the state), and Rapid City (on the west side of the state). In addition, this will provide an opportunity for organizations to formally endorse the plan through letters of commitment, and the Black Hills Digital Mapping Association will also formally endorse the plans. The last action completed under the grant will be to submit the plan along with letters of commitment from participating organizations to the State of South Dakota.
