Summary of What We Learned During the "All Things Cadastral" Conference - Jenny Sorensen
The "All Things Cadastral" was held just prior to the first SD Cadastral Committee meeting as a way to educate the GIS community, the public, and ourselves on the importance of a statewide cadastral inititative and the business case for such an effort.
Outcomes from the conference:
- The cadastral initiative will be a volunteer effort - BHDMA has started the process by administering the grant and hosting the "All Things Cadastral" conference. It is difficult to promote an initiative, especially solely through volunteer efforts. This will require ongoing commitment. Feedback from the conference participants shows there is a strong interest in this initiative, so keeping the momentum going is important.
- The purpose of the conference was to educate the GIS community on the relevance of a statewide cadastre. Using this as a measure, the conference was a great success. The material was topical to many of the participants and now the GIS community knows what the word "cadastral" means and how it fits in with their work.
- There is now a state awareness of this grassroots efforts. Including stakeholders involvement in the conference really helped. BHDMA made a strong effort to invite all stakeholders, including assessors from across the the state, planners, emergency management coordinators, and tribal entities, in addition to using our email and hard copy mail network to contact GIS stakeholders on our existing mailing lists.
- The conference helped to build a stronger GIS community. Bringing people together for a common cause strengthens our long term efforts to promote GIS within South Dakota.
My view going into this conference meeting:
- We have the momentum to continue the cadastral initiative - many have commented to me on how great our efforts have been so far to promote statewide cadastral data development.
- Awesome involvement at this meeting - thank you for participating!
- I want this initiative to succeed. I haven't fully worked out in my own mind how we'll get there, but that's the purpose of this meeting and subsequent meetings. I don't have a bias as to how this should get done - I just know it's an important effort for our state that we are participating in.
- We have tools to help us do our job. There are publications produced by NSGIC (National States Geographic Information Council) such as their Strategic Plan Template and Business Plan Template for implementing statewide GIS strategic and business plans. There are documents produced by the FGDC's Federal Cadastral Data Subcommittee. We can take advantage of what others have done and adapt it to our own needs.
