 From the contract:

 "Vespucci is currently built off of the OpenLayers library, but the
 current Vespucci code depends on an out of date and modified 'sandbox' of
 OpenLayers.  The trunk code of the OpenLayers project contains greatly
 enhanced vector layer and WFS support, and provides the foundation for
 superior WFSV support that is currently in a different OpenLayers sandbox.
 The branch of Vespucci developed for Company will have its OpenLayers
 dependency updated to be the OpenLayers trunk augmented with further WFSV
 support.  The Vespucci code will be updated to make use of the new
 OpenLayers features."

Comment(by sbenthall):

 The only remaining dependencies on the old Openlayers sandbox are pretty
 trivial and won't make a merge difficult with the exception of the
 addPopup method on the map.  I'm going to revisit this next week.  The
 important parts of this--using the new WFSV support, vector behavior
 stuff, etc.--are all in.
